The City of Salem is asking residents, business owners, property owners, community organizations, and stakeholders to review and provide feedback on the Salem Area-Wide Plan.
This planning effort focuses on the future of key properties and corridors near West Broadway and downtown Salem, including brownfield and underutilized sites that have experienced decades of vacancy, disinvestment, and environmental challenges. The plan is intended to guide redevelopment, attract investment, improve quality of life, and support long-term economic growth.

Why This Plan Matters
The Salem Area-Wide Plan is more than an environmental study. It is a strategy for how Salem can:
- Revitalize vacant and underutilized properties
- Address environmental and brownfield challenges
- Improve access to healthy food, services, and housing
- Support small businesses and entrepreneurship
- Create jobs and attract investment
- Strengthen downtown Broadway and nearby neighborhoods
- Improve quality of life for residents and families
The plan identifies opportunities for redevelopment based on community needs, market demand, and environmental conditions. Studies completed as part of the planning process found strong demand for additional restaurants, grocery options, recreation, fitness facilities, family-friendly entertainment, and affordable housing in Salem and the surrounding trade area.
The study also highlights Salem’s strengths, including its historic downtown, regional location, and strong sense of community, while recognizing challenges related to vacant properties, poverty, and lack of investment.
What the Plan Includes
The Area-Wide Plan includes:
- Environmental and brownfield analysis
- Market and economic analysis
- Land use and redevelopment strategies
- Commercial opportunity analysis
- Housing and neighborhood recommendations
- Community-driven redevelopment priorities
The planning area includes approximately 14.37 acres near downtown Salem and West Broadway.
