Redevelopment Agreement of Former Glass Factory Site

On Tuesday, May 26, 2026, the City Council of the City of Salem is expected to review and may consider approval of a Redevelopment Agreement related to the demolition and future redevelopment of the former glass factory site. As part of the City’s commitment to transparency and public awareness, a draft of the proposed agreement is being shared publicly in advance of the meeting.

The agreement was negotiated in good faith and is intended to support the safe demolition, environmental remediation, and long-term redevelopment of this important waterfront property. The proposed agreement reflects a balanced framework of responsibilities and expectations between the City of Salem and the designated redeveloper, Perdomo Worldwide, while aligning with broader state redevelopment objectives and ongoing brownfields revitalization efforts.

This project represents a significant step toward the continued revitalization of Salem’s waterfront and the long-term economic future of the City. Redevelopment of this long-vacant industrial property has the potential to support new investment, job creation, environmental improvement, and productive reuse of a key site within the community.
