The City of Salem, New Jersey, is seeking qualified and experienced licensed home improvement contractors and plumbers, electricians and HVAC (heating ventilation and air conditioning) to provide services for residential upgrades focused on the health and wellness of homes within the City. Hiring a reputable and licensed home improvement contractor is essential for a successful and lawful remodeling, renovation, or repair project and interested contractors must meet the specific requirements outlined below. This Request for Qualifications (RFQ) is issued in compliance with New Jersey’s Home Improvement Practice Regulations, N.J.A.C. 13:34A-16.1, et seq. (the “Regulations”), and by extension, the New Jersey Consumer Fraud Act., N.J.S.A. 56:8-1, et seq. (the “CFA”), the New Jersey Local Public Contracts Law (N.J.S.A. 40A:11-1, et seq.) and the New Jersey Local Public Contracts Law Regulations (N.J.A.C. 5:34).

Project Overview
The selected contractors will work with property owners, landlords, and tenants to perform home improvements that will enhance the health, safety, and wellness of residences, including but not limited to improvements in areas such as mold remediation, air quality, water quality, energy efficiency, and overall habitability. Contractors will be required to submit invoices to the City for payment, understanding that the payment process may take up to four (4) weeks. In addition, the Contractors’ submissions will be reviewed based on the following criteria:
- Experience working with historic homes and related upgrades.
- Knowledge of the permitting and regulatory processes.
- Quality and completeness of submitted documentation.
- Ability to meet the needs of tenants and property owners within the City.
Procurement Process and Schedule
The selection of Qualified Respondents is subject to the New Jersey Local Unit Pay-to-Play Law, N.J.S.A. 19:44A-20.4, et seq. The City has structured a competitive procurement process which insures that anyone interested in providing the services sought has an opportunity to submit a Qualification Statement in response to this RFQ. The City will review responses to this RFQ in accordance with the criteria prescribed below. Based upon the totality of the information contained in the Qualification Statement, and from the Respondents’ references, the City will determine which Respondents are qualified. Each Respondent that meets the requirements of the RFQ (in the sole judgment of the City) will be designated as a Qualified Respondent, and will be considered for selection by the City. The RFQ process commences with the issuance of this RFQ. The City reserves the right to, among other things, amend, modify or alter the Procurement Schedule upon notice to all potential Respondents who have provided contact information to the Clerk upon receipt of this RFQ.
Qualification Statements must be received by the City’s Designated Contact Person, via mail or hand delivery, by 10:00 A.M. prevailing time on the Due Date of 03/19/2025. Qualification Statements received after 10:00 A.M. on the Due Date will not be considered.
