Deputy Municipal Clerk

The City of Salem seeks a Full-time Deputy Municipal Clerk. Successful candidate must be highly self-motivated, with excellent communication, interpersonal, and organizational skills, and have the ability to multitask efficiently. Must be computer proficient.

Position requires ability to assist the Municipal Clerk with all statutory duties, including but not limited to; preparation of agendas, resolutions, minutes, ordinances, public record requests, issuing various permits and licenses, record management, attendance at Council meetings and elections as needed and shall be willing to assume  all of the duties of Municipal Clerk in the Clerk’s absence. Candidate must have the ability to maintain professionalism and confidentiality and be customer service oriented. Must be able to effectively manage and meet multiple deadlines, and interface effectively with the Mayor and Governing Body, Administrator and other Dept Heads, residents, employees, volunteers, business owners and professional consultants.

The successful candidate may be assigned to work in other departments, including but not limited to the Commerce Department as directed.  A Registered Municipal Clerk Certification (RMC) is strongly preferred or must obtain RMC certification within 3 years of appointment. In order to be eligible for the RMC certification the applicant must not be  less than 21 years of age, is a citizen of the United States, is of good moral character, has obtained a certificate or diploma issued after at least four years of study at an approved secondary school and has completed at least two years of education at a college of recognized standing. (60 credits)  An applicant who does not meet the two-year college requirement may substitute on a year for year basis full-time experience or the equivalent part-time experience in a position as deputy municipal clerk, assistant municipal clerk or other position of county or municipal government which performs duties relative to those performed by a municipal clerk as described by statute. The successful candidate will also be required to become certified as a registrar within the first 90 days.
