- To better help us estimate the budget, can the City share how much data Salem has access to regarding what the consultant will be reviewing?

Health in the case of this project can include physical, mental, and social determinants, e.g., housing, poverty, etc. We are also beginning to release a survey developed by the APA, which will aggregate some data and send it back to us. This does not take the place of focus groups or other outreach, so time spent in Salem is required.
The City housing reports and a recently presented report by our consultant have data in them about the Social Determinants of Health, defined as:
- Economic Stability: Poverty, employment, food security, and housing stability.
- Education Access & Quality: High school graduation, literacy, early childhood education, and vocational training.
- Healthcare Access & Quality: Health insurance coverage, health literacy, and access to culturally competent medical care.
- Neighborhood & Built Environment: Quality of housing, crime rates, access to transportation, and exposure to environmental hazards like pollution.
- Social & Community Context: Social integration, support systems, discrimination (e.g., racism), and conditions in the workplace
2) What is the expected timeline for the project? The RFP notes a start date of August 17 but does not include an end date.
The project should be completed by January 2027.
3) The RFP indicates that translation and interpretation services are an eligible use of the participation incentive. Can the City share which languages it typically serves or would be expected to have translation available? Would this be expected for each public engagement and focus group?
There will be times when Spanish may be necessary.
4) For the Final Presentation to the Planning Board – is this expected in person or virtual?
All presentations to the Planning Board should be in-person.
